Choose the hierarchy level and identifier to configure. Effective policy resolves by inheritance from broader scopes with permitted overrides.
Versions & lifecycle
DRAFT → PRIVACY_REVIEW → RISK_REVIEW → TESTING → (submit → approve) → APPROVED → (activate) → ACTIVE. APPROVED/ACTIVE versions are immutable; editing derives a new version. Approval enforces maker-checker (approver ≠ submitter).

Create draft configuration
All 13 policy domains are data-driven. Optionally lock domains so narrower scopes cannot override them. Legal basis and provider/model approvals are never inherited via cloning.
Clone to another scope
Copies this scope's ACTIVE configuration into a new DRAFT at the target scope. Legal approvals and provider/model approvals are stripped and flagged for local re-authorisation — a clone never inherits legal authority or secrets.
